Change in State Director of Assessment role
|
After numerous years of outstanding service, Mr. Fernando Alvarez has decided to retire from his position as State Director of Assessment. Mr. Alvarez will stay on as an active National Assessor and has requested that Bill Miller, who has been his active assistant, take his place.
Bill Miller has attended several training clinics and has helped Mr. Alvarez these last few months. Bill has been to the SDA Workshop and is working closely with Brian Hall and Herb Silva. He is up to speed on the assessment process and has a lot of new information to get out to the troops. Bill will start immediately as the new SDA for Cal North. I am confident he will step in and help us continue the assessment program with new ideas and ways to build on an already good program. I also want to congratulate Bill Miller for being selected as the Referee of the Year by USASA Region 4 for 2009.

Contact Above the Shoulder
2009 Referee Department Directives
February 2, 2009
|
General Guidelines
Guidance is provided for two (2) types of "Contact Above the Shoulder:"
- Ball In Play
Contact made between opponents most often during aerial challenges and during attempts by players to create space when they have possession of the ball. Contact is generally initiated with the forearm or elbow and, at times, with the palm of the hand to an opponent's face as the player with the ball attempts to create space between himself and the opponent. Examples include but are not limited to:
- Aerial challenges: players jumping up and often into opponents to win
headers.
- An attacker being held from behind while in possession of the ball: the attacker swings his arm/elbow/hand back into the opponent's face to attempt to disengage him.
- An attacker has picked up speed and has pushed the ball by the defender and will pass the defender on his run with the ball: the defender uses his elbow/arm/hand in the facial region of the opponent to stop their progress.
- Dead Ball Situations
Deliberate and intentional contact to the face of an opponent while the ball is out of play. Most likely to occur during instances of game disrepute or mass confrontation. Contact is generally made with a part of the hand.
